Description
Any cuts/tests/logicals defined in the output definition files should be handled internally as THaCuts and should be made available via the gHaCuts interface. These cuts should be placed in a special "block", e.g. "Output".
The motivation for this feature is to make the statistics of the output cuts available. Hall C makes heavy use of output tests and needs the statistics for their end-of-run reports. Hall A would see the cut statistics in the cut summary file and/or printout.
Admittedly, this is just as much a bug in the original THaOutput implementation as it is a new feature.

This seems to require vector-type THaCuts. That's going to be quite a job.
