Set up an alarm handling system for MOLLER interfacing with EPICS, the realtime analysis, and other relevant subsystems.

Preferably, this will be a single, centralized component, but it may not be possible to integrate everything into one system. In particular, the target will almost certainly have its own alarm handler. Responsibility for such "external" alarm systems will typically be with the group responsible for the corresponding subsystem.
